China Shuts Down Personalized AI Agents Ahead of New Rules
ByteDance's Doubao and Alibaba's Qwen will close their personalized AI agent features on July 15, while Chinese labs train trillion-parameter models on domestic silicon and Abu Dhabi raises the largest AI fund in history.

ByteDance's Doubao and Alibaba's Qwen announced this weekend that they will shut down their personalized AI agent functions on July 15. The closures coincide with the effective date of China's interim measures governing "AI-enabled personified interactive services," which require stricter compliance controls. Doubao told users that agent data could be exported until October 15, after which conversations will be permanently deleted, according to a stcn.com report cited by the Global Times on July 6. Qwen sent similar notices to its users. The move is not a ban on agents in general; it is a ban on customizable, humanlike personas that are hard to moderate.
The regulatory crackdown frames a larger contrast. While the Chinese government is tightening the consumer face of AI, Chinese labs are advancing the underlying model layer without U.S. chips. Meituan unveiled LongCat-2.0 on or around July 2, a 1.6-trillion-parameter open-source model that the company says was trained and deployed entirely on domestic AI ASICs, not NVIDIA GPUs. The model has roughly 48 billion activated parameters per token and a one-million-token context window, according to a July 2 Substack analysis that parsed Meituan's model card. Before the official launch, an anonymous model called "Owl Alpha" on OpenRouter — now believed to be LongCat-2.0 — ranked in the top three by usage and second in Claude Code agent usage behind Claude Opus 4.8. LongCat-2.0's coding performance is reportedly close to but below Z.ai's GLM-5.2 and Anthropic's Claude Opus 4.8, placing it firmly in the second tier globally but first in chip independence.
The simultaneous moves reveal a strategic split. Beijing is removing consumer AI features it cannot control, while state-tolerated labs pursue technical self-sufficiency. The risk for Western observers is to read only one half of the signal.
Models
xAI rolled out Voice Agent Builder in beta on July 1, a no-code platform for configuring production voice agents on Grok Voice. The tool bundles telephony, knowledge retrieval, tool calling, guardrails, MCP servers, and observability. xAI claims most voice stacks stitch together three separate APIs and that its speech-to-speech path reduces hops. The product competes with Bland, Retell, and the telephony layers being built by OpenAI and Anthropic. The open question is whether Grok Voice has enough enterprise trust to move beyond experimenters.
Anthropic announced Claude Science on July 2, an AI workbench for scientists that combines datasets, figure generation, and analysis. Head of life sciences Eric Kauderer-Abrams told CNBC the company will also develop its own drugs, focused on "neglected" diseases. Anthropic joins OpenAI's GPT-Rosalind, Amazon's health AI services, and DeepMind's Isomorphic Labs in targeting pharma. The difference is that Anthropic plans to be both a vendor and a competitor to its customers.
Compute Watch
Amazon hardware chief Panos Panay told CNBC on July 2 that the company is designing end-to-end silicon for its "critical" consumer devices, including Echo Show and Fire TV. Amazon unveiled AZ3 and AZ3 Pro chips in October 2025 to run AI models on-device. The move follows Apple and Google in keeping inference local. Amazon's scale in smart home devices — Ring, Echo, Fire TV — means its chip choices affect volumes that most AI chip startups can only approach.
Meituan's LongCat-2.0 is the more consequential compute story this week. If the claim of full training on domestic ASICs holds, it is the first trillion-parameter open model to complete training and inference without NVIDIA hardware. Meituan is not a frontier AI lab; it is a food-delivery and local-services company. That makes the achievement a signal about the diffusion of training capability across Chinese industry, not just a milestone for a specialized lab.
Capital Flows
Abu Dhabi's MGX closed a $49 billion fund for AI deals on July 1, above its $45 billion target, Bloomberg reported. The two-year-old sovereign fund drew investors from the Middle East, North America, Asia, and Europe. The fund is one of the largest dedicated AI pools in the world and gives the UAE a counterweight to SoftBank's Vision Fund and U.S. venture concentration. MGX's capital is not tied to a single model provider; it is a geopolitical bet on AI infrastructure, chips, and data centers across jurisdictions.
The same day, Crusoe Energy was reported to be in talks to raise $3 billion at a valuation that could triple its prior mark, according to Bloomberg. Crusoe builds data centers powered by stranded energy, an increasingly attractive model as grid constraints slow AI build-outs in the U.S. and Europe. Together, MGX and Crusoe illustrate where capital is flowing when it doubts pure model plays: energy, infrastructure, and sovereign compute.
Policy & Power
China's new interim rules on personified AI agents take effect July 15, forcing Doubao and Qwen to disable the features. The Global Times reported that analysts expect the shutdowns to "enhance safety and compliance" by preventing abuse by third parties. The measures add to Beijing's existing AI content rules, which already require algorithmic filing and real-name registration for many services. Western labs have largely avoided customizable companion agents for liability reasons; China is now catching up with formal prohibitions.
Taiwan detained several Super Micro Computer workers on July 1 as part of a probe into alleged smuggling of NVIDIA chips to China, Bloomberg reported. Authorities are investigating whether servers containing restricted chips were diverted to mainland China. Singapore police separately seized a $42.5 million mansion on July 2, alleging it was bought with proceeds from NVIDIA chip smuggling. The U.S. Department of Justice has flagged Singapore as a key transit hub for illegal shipments to China. The crackdowns show that export-control enforcement is moving from paperwork to property seizure.
Eastern Front
The Eastern Front this week is defined by divergence. Consumer-facing agents are being rolled back, while frontier models advance. LongCat-2.0, Kling AI's $2 billion raise, and Z.ai's ZCode IDE all point to a Chinese ecosystem that is competitive in applications and open weights even as it remains dependent on imported manufacturing equipment. Hong Kong, meanwhile, accounted for more than half of China's chip imports in the first five months of 2026, according to a July 2 Bloomberg report, confirming that hardware access remains the bottleneck beneath the software success.
India Lens
India's market is moving through infrastructure and services rather than headline model releases. Persistent Systems' $1.45 billion offer for Nagarro, reported by Nikkei Asia on July 2, is the latest in a string of Indian IT acquisitions aimed at building AI services capacity. The country's domestic AI players — Sarvam AI, Krutrim, and AI4Bharat — continue to focus on multilingual voice models and low-cost deployment. Indian regulators, meanwhile, are pressuring Telegram and Meta over content moderation after a BBC investigation found Instagram ads in India linking to child sexual abuse material. The dual track — building AI services while policing platforms — is the shape of India's AI summer.
Europe
The European Union approved the merger of Vodafone's satellite unit with AST SpaceMobile on July 4, according to a Reuters report on the approval, as part of a push to build satellite-connected cloud and AI infrastructure. The decision gives European telecoms a clearer path to offer sovereign connectivity for AI workloads. Separately, Mistral AI released Leanstral 1.5 on July 3, a 119-billion-parameter model with 6 billion active parameters that tops several formal-mathematics benchmarks and claims to find previously unknown bugs in open-source code. Leanstral is Apache-2.0 licensed. The release reinforces Mistral's positioning as a sovereign, auditable alternative as the EU AI Act's high-risk system requirements approach in 2027.
Research
A cluster of arXiv papers from July 2 points to the monitoring challenges that come with persistent AI systems. arXiv:2607.02514, "Distributed Attacks in Persistent-State AI Control," examines how attackers can exploit stateful agent loops over time. arXiv:2607.02510 proposes online safety monitors for LLMs that flag violations during generation. arXiv:2607.02507 studies latent objective emergence in multi-agent debates. The common thread is that static, post-hoc safety checks are inadequate for agents with memory and write access. The research arrives the same week JadePuffer, a ransomware operation, was reported to have used an autonomous LLM agent for reconnaissance, credential theft, lateral movement, and encryption.
The View
Two structural bets are hardening. The first is that model access will be geographically conditional. China's shutdown of personalized agents, U.S. export controls on chips, and Taiwan's smuggling arrests all treat AI as a strategic good subject to borders. The second is that the value capture layer is moving up from raw model APIs to compound systems — voice agents, coding IDEs, scientific workbenches, and drug pipelines. xAI's Voice Agent Builder, Anthropic's Claude Science, and Z.ai's ZCode are all attempts to bundle the model inside a vertical workflow.
The tension between these bets is that the more vertical the bundle, the harder it is to decouple from a provider's jurisdiction. A team that builds on Claude Science must trust U.S. law; a team that builds on ZCode must trust Chinese law. The middle ground — open weights, self-hosting, and auditable models — is where Mistral, Z.ai, and the LongCat-2.0 release find their audience. Sovereign access is becoming a product feature.
The Miss
China's quant funds are drawing capital so fast that products sell out in seconds. Bloomberg reported on July 2 that Ubiquant raised 2.6 billion yuan, about $384 million, in under two hours in May, while a Shenzhen ChengQi product sold over 100 million yuan within seconds. The funds use AI-driven strategies that are reportedly outperforming human managers. The story is easy to miss because it sits in finance, not technology, but it matters: Chinese AI is generating returns in public markets faster than Western AI labs are generating revenue, and that return stream will fund more domestic compute and talent.
